:: About the MPI :: The BC Major Projects Inventory
contains summary information on major projects in the Province of British
Columbia, Canada, that are over $15 million (Ccn.) capital cost, or
$20 million in the Lower Mainland-Vancouver area. :: About the MPI Authors :: Jackie Hamilton is president of Jackie Hamilton and Associates, a Victoria-based regulatory and research consulting firm. She has been actively involved with regulatory affairs and major project development in British Columbia for over 20 years. Her work spans the energy, forests, mining and manufacturing sectors. Jackie writes a bi-monthly column on development issues for Business in Vancouver magazine. She maintains oversight of all research and custom products for the Major Projects Inventory, prepares the highlights section and historical analyses. jackie.hamilton@telus.net Ann Klein-Morgenstern is a Vancouver-based research consultant specializing in development and environment matters. She has worked on mining project development in northeast BC and energy development in the Lower Mainland region. Ann conducts most of the diverse and extensive research, both secondary and primary, upon which every edition of the Major Projects Inventory is based. She also assists with the compilation of each edition of the inventory, and with the development of custom extracts ann.kleinm@telus.net Further research for each edition of the Major Projects Inventory is conducted by a network of agents throughout the province. Each regional agent is well-qualified in development matters and has a solid on-the-ground understanding of local and regional considerations impacting development prospects in particular regions of the province. Contributors to the Major
Projects database include the hundreds of people we contact each quarter
to help with project updates. These include the developers and owners,
architects, contractors, and government staff who take the time to advise
us. :: Sources of MPI Information :: Information sources including: print and electronic media, developers, architects, general contractors, and government agencies (provincial, regional, municipal) as well as occasional site visits. Regional agents for JHA provide local monitoring and information to the MPI. Our regional agents are: Yellow Sheet Construction Data - Vancouver Island and Mr. Tom Hawrelak - Okanagan. Agent inquiries, please click here. :: Project Location :: Projects are listed according to eight regions: Vancouver Island/Coast, Mainland/Southwest (Vancouver area), Thompson/Okanagan, Kootenay, Cariboo, North Coast, Nechako, and Northeast. Maps showing the location of regions and main population centres are included in the MPI. Projects are also listed according to the nearest population centre, which could be an unincorporated centre or a local government, e.g. a municipality. :: Updates :: New projects are added to the database every quarter. Projects already in the database are updated, at minimum, every six months unless there is no expected change in status for a longer period of time. Very early provincial government projects that have not yet been approved for funding may not appear in the Inventory, at the discretion of the Provincial government. Projects may be shown as updated with no change in information--this means that the information shown is still valid according to the verifying source. :: Estimated Costs :: Cost estimates are general estimates from the information sources used. In some cases, cost estimates are provided by JHA based on reasonable assumptions. :: Start and Finish Dates :: Start and finish dates for proposed projects are based on estimates from the sources used, or in some cases, on reasonable assumptions. These dates are revised as new information becomes available. :: Project Status ::
Projects are listed by status: proposed, under construction, completed,
or on hold. Notes on other status indicators are also included in the
project description. Projects that are on hold for longer than two years
are normally removed from the publication (although retained in our
database). Cancelled projects are noted as cancelled, then removed from
the next issue of the MPI. Completed projects are noted as completed,
then removed from the next issue.

From 1997 to September 2004, the BC Major Projects Inventory was a privately owned publication produced by Jackie Hamilton & Associates Ltd. Under an agreement with the Province of BC, Jackie Hamilton & Associates continues to update the Inventory and is authorized to provide custom codings and other analyses of major projects data. These custom products and codings are not available on the pdf version of the Major Projects Inventory provided on the BC government website. Some of the perspectives that come from this tracking activity are reported in Jackie Hamilton’s bi-monthly column on development issues for Business in Vancouver magazine. :: Custom Sorts of the MPI :: Jackie Hamilton & Associates
provides custom codings and other analyses of major projects data from
the Major Projects Inventory to customers across Canada. Clients use
standard and custom sorts of the Inventory database to track a number
of categories of projects every quarter. Standard queries are available
by project categories such as:
:: Custom Codings :: Forecasting and statistical organizations use the database’s custom codes to tailor the information for input to models.. The Major Projects Inventory database codes include the comprehensive North American Industrial Classification (NAICS) system – formerly SIC codes – and several other project categories based on the NAICS system. Other codes include probabilities of proceeding, several types of locator codes, and size/jobs codes.Custom codes can be developed with the client, for example, to assist with labour market, telecommunication, or electricity demand estimates.
:: Special Projects Tracking - Energy :: BC is now one of the most active electricity and oil and gas development areas in North America. The Major Projects Inventory currently tracks at least 50 major electricity and oil and gas project proposals and there are at least another 300 projects in very early stages of investigation, many of them falling below the $15 million major projects threshold. In addition, there are existing projects that are expanding. New portfolio standards for electricity acquisition from private producers are in place, and more streamlined approvals for oil and gas developments are having an effect.
:: Special Projects Tracking - 2010 Olympic Games and Related Projects :: The Major Projects Inventory tracks the major venues being developed for the Vancouver 2010 Olympic Games, as well as projects that support or are related to the Olympic Games – for example, transportation and resort developments – more of these related facilities are expected to develop in the next four years.
